I am currently active duty military and I am residing overseas. Due to this fact I am unable to receive my bills here, so they must be sent to my father and then he must mail them to me. I then am receiving my mail very late and my payments are unable to made on time.

Being in the military there is an Act called the Soldiers and Sailors Act that claims that all military living overseas are exempt from paying any late fees due to the mailing system. 

Now prior to my leaving the US I notified Cross Country and they verified that all was well with them on sending all my bills to me at my current address. When my card expired and I notified them that I have not received the new one, I was informed that they cancelled my account due to the fact that they wouldn't send my new card overseas. 

So in order for me to reestablish my account I had to change my address to my fathers. Now I am trying to balance a way that I am able to use my card and not be hit with these late fees that are totally unnecessary. This leads me to where i am today, with a card that basically does me no good because by the time I receive the bill it is past its due date and they temporarily put a hold on it until payment is received. 

We have consistently notified them due to this situation and nothing has been compensated for this mess nor have we had anyone trying to work with us. I am trying to reestablish my credit and I thought that this was a way for me. I now realized that this has not helped me but just made things worse.

We have roughly accumulated an average of twenty-five dollars a month since June 1 of 1997. This has caused financial strain on myself, my family and not to mention my military career. I have incurred high phone bills due to the fact that being overseas and calling the states from here is very expensive, I had fallen behind on many bills trying to accommodate for the fees that were charged to me for a situation that was out of my control.
