All-Pro Windows & Siding
Shelton, CT

Donna of Shelton, CT, writes:

I needed my 80-year-old home sided and new windows installed.  I responded to a newspaper supplement which offered discounts on specific quantities of windows and free installation of these windows.

The ad offered with "every complete siding job" a choice of a free deck, bow window, or a $695 value on a new roof.  Mr. K. came to my home for a free consultation.

I asked for a price with the discount and he said the windows in the ad were not the ones discounted. He quoted me a price of $26,000 which I quickly said no-way.

He then came up with this offer: He said the manufacturer offered one home per town to use as a demonstration.  If I agree to this he would cut the price of the project by $4,000.   Now he said I did not qualify for anything free because of this discount.  I signed the contract.

I want to tell you that I did get three quotes prior to signing this contract, I did check him out with consumer protection, for which there were no complaints.

He told me that his company was family owned and operated and he was not a salesman and did  not sub-contract.  It turns out that he has sub-contracted, and his CT license advertised in his ad does not belong to him.  It belongs to his wife.  It turns out that there was never a manufacturer one-per-town deal as he said.   The job started June 21.  It is now August 10.  The job is not done.

There was no start and completion date in the contract.  Orally he said it would be done in 3 weeks, "out the door."

I have had very little contact with Mr. K. or his sub-contractors. I leave them messages, write notes, with no response.  They are not there when I have to leave for work, and not there when I return.  This was one instance where they went through the inside of my house without my permission and I was sick.  I was robbed last year and having someone else in my house sickened me.  I bought a ADT system in the amount of $600.  They installed a slider door and never put the ADT back on the door which still has not been finished off.  My house has been unprotected since June 21.

I owe him an additional $10.000.

Physically, my hair is falling out.  I have trouble sleeping.  I spend a lot of time at work surfing the net for options.  I have kept a log each day since this fiasco began of no-shows, progress each day, certified letters sent, phone bills, damages etc.

This case requires the services of a local attorney who will need to examine the contract in detail.  Besides local and state ordinances, All-Pro may be in violation of the Federal Truth In Lending Act if the contract does not contain the proper disclosures.
