CONGRESS PASSES SWEEPING CONSUMER REFORM BILL, BUSH PROMISES TO SIGN
After months of negotiation, delays, and favor-trading, Joseph Enoch reports that Congress has passed a massive reform of the Consumer Product Safety Commission (CPSC). The bill would increase funding for the troubled consumer protection agency, bans six new chemicals along with lead from childrens' toys, and increase enforcement power for both the federal agency and state Attorneys General to police unsafe products. Passing the legislation was the last act of Congress before they adjourned for their August recess, and President Bush indicated he would sign the bill, capping off a major victory for consumers. IT'S OFFICIAL: FCC PENALIZES COMCAST FOR CONTENT BLOCKING
Consumers scored another big win this week when the Federal Communications Commission (FCC) officially voted 3-2 to penalize Comcast for blocking customers' access to BitTorrent. Republican chairman Kevin Martin and Democrats Jonathan Adelstein and Michael Copps stated that Comcast violated FCC policy through its actions, though they did not fine the cable giant. The decision was hailed by supporters of net neutrality as setting precedent to prevent other Internet service providers from blocking content or shaping Web traffic, while rumors flew that Comcast might appeal the decision or sue the FCC.     MIT RESEARCHERS REPORT SOLAR POWER BREAKTHROUGH
    Although research into harnessing the sun as an infinite and cheap power source has made great progress, we're still a long way away from swapping out our furnaces for solar panels. But MIT researcher Dr. Daniel Nocera and his team may be bringing that day one step closer with a new breakthrough in fuel cell research. This form of "artificial photosynthesis" generates oxygen from a glass of water by splitting water molecules, producing a reaction that in turn produces a hydrogen gas. The hydrogen becomes a fuel, which can be burned or used to power a fuel cell to generate electricity on demand. Can this herald the adoption of low-cost, always-on solar energy collectors?
