I bought an item on eBay thinking PayPal would protect me. The seller sent me 2 emails it was back ordered and it was shipped on the same day. I get a message the package was delivered when it wasn't. eBay denied my claim instantly, PayPal denied my claim instantly. Then I contacted the post office. My package was not shipped to my address by the fraudster. Finally 1 woman helped me from PayPal but don't trust them. eBay and PayPal treated me like crap while they are supposed to protect me from their own scammers.

If you are a business owner or independent contractor relying on PayPal for liquidity, look elsewhere. This platform utilizes automated algorithms to freeze legitimate funds, provides verifiably false information through front-line customer service, and ignores full compliance verification. On May 23, 2026, I authorized a $6,256.00 USD payment via my American Express card to an independent contractor for physical construction services that were already completed. American Express cleared and released the funds instantly with zero fraud flags. PayPal immediately slapped an arbitrary 21-day automated hold on the funds, locking them until June 13. The bureaucratic breakdown that followed is entirely unacceptable:

Deceptive Customer Service: On May 26, 2026, PayPal’s official automated chat assistant explicitly lied to me in writing, stating there was "no hold on these funds from PayPal's side" and falsely blaming the recipient's bank. This deceptive communication directly delayed our ability to seek immediate administrative recourse.

Endless Verification: Both the sender and recipient have completed rigorous identity verification at least four separate times over the phone and via secure links. The contractor successfully uploaded every piece of requested documentation twice.

Contradictory Executive Support: On June 2, 2026, an agent from PayPal’s Office of Global Customer Complaints and Advocacy confirmed in writing that the contractor's documentation was "successfully submitted on his end" and escalated for release. Yet, on June 5, 2026, a different executive escalations agent completely contradicted this, sending a generic boilerplate notice claiming the account was still "under review".

PayPal is holding $6,256.00 of cleared funds for manual labor that has already been delivered, despite both accounts achieving maximum verification compliance. They have zero risk-based pretext remaining; they are simply running out the clock on an arbitrary automated protocol while starving an independent provider of liquidity.

If an executive tier manual override is not issued immediately to resolve Case Ref: **, I will execute a forced merchant clawback via an American Express dispute. Use extreme caution using this platform for large professional transactions.

I had a very frustrating experience with PayPal. A transaction involving my funds was delayed and I was not given a clear explanation for why the hold was placed or how long it would take to resolve. I contacted customer support multiple times, but the responses I received were generic and did not help me understand the status of my money. The lack of transparency made it difficult for me to plan my finances and caused unnecessary stress. What disappointed me most was the difficulty in getting accurate information from customer service. Based on my experience, PayPal did not provide the level of communication and support I expected from a company handling financial transactions.

I had a card on my PayPal account that I had marked primary. When the time came to charge my Airbnb, they charged it to the other card not the primary card. The other card was a debit card and they took out $1500 that I had earmarked for bills. When I called to try and straighten it out, they said well. The other card had been on there longer so it was the more trustworthy card. I don’t understand it because I switched banks and the credit card I’ve had for years when I asked them to reverse the charges, they said the only way to do it was to cancel my Airbnbs.

With a trip coming up in a week that wasn’t going to be an option. When they said they were unable to do it I said that is not true. You are able to do it. You’re refusing to do it. So disappointed in this company I’ve been a customer of theirs for 23 years and this is how they treat me. I’ve deleted every card except one now. The only reason I’m keeping the account open is because I have some pending charges.

This is not a trustworthy service. If someone illegally uses your account they will not provide details of the transaction. Why is that legal? They do not protect their customers by using good fraud prevention by noting lots of new transactions in an account that is never used. FTC and FBI should investigate. And better banking rules need to be written to protect consumers because Paypal does very little because if they have to go after fraud, it would cost money.

Well over two decades used PayPal. Account got hacked. Turned into business. Sent out fake invoices. One got paid. Never touched the money. Apparently that started dispute that goods never received. PayPal after review bloody permanently limited my account. So pretty much useless having it. Even when agents told me that they see things don’t add up. Apparently back team manually reviewed my case and still ruled against me. What a freaking joke. You get hacked and then PayPal screws you over. Never trust this company. Never ever ever trust them with your money. They protect hackers and scammers now. Be warned.

1 Star. Absolutely useless. The app won’t process payments, the website won’t link bank accounts correctly, and customer service is no help whatsoever. Their solution is to tell customers they can’t take payments over the phone. So if the app doesn’t work, the website doesn’t work, and support won’t process a payment, how exactly is anyone supposed to pay? For a company whose entire business is moving money, PayPal seems incapable of handling the most basic financial transactions. Endless technical issues, zero accountability, and a complete waste of customers’ time. Avoid if you value reliability.

I purchased a model engine kit and paid through PayPal, expecting the added security of Buyer Protection. What arrived was completely different from the item I ordered. When I filed a claim, PayPal seemed far more interested in finding reasons to deny or delay the refund than in protecting the customer who had been misled. My experience exposed what many consumers have been reporting in recent years: PayPal's Buyer Protection often falls short when customers need it most. The dispute process can be slow, frustrating, and heavily weighted in favor of merchants, even when the evidence clearly shows the wrong item was delivered.

I used PayPal because I believed it would provide an extra layer of protection. Instead, I was left fighting for a refund while PayPal hid behind procedures and technicalities. If I had paid directly with a credit card, I would have had stronger chargeback rights and a bank obligated to investigate on my behalf. Based on my experience, I no longer trust PayPal to adequately protect buyers. I recommend using a major credit card and relying on your card issuer's consumer protections rather than assuming PayPal will stand behind its Buyer Protection promises. A true leech of the banking community.

I was scammed by a person who said they sent me money for services and I don't even own a business nor do I provide any services... They sent me money which never hit my acct only stated it was pending... My balance never increased....it was the same amount I had for two days, I even had to add money to my acct to buy something at a store. Had $6 remaining the next morning, woke up and my account was overdrawn $60.

Now there's a dispute case and a person I don't know nor have ever sent or received funds from claims they sent money for a "daily coaching" service???? NO CLUE for what or even do.... So when my check hit my acct I was out of $60 because of the overdrawn accouint. Called customer service and they pretty much sided with this person and closed out case in their favor...I'm SOOO mad and DISAPPOINTED and out $60 for something I DIDN'T provide.... closing my account with PAYPAL, THEY are a DISAPPOINTMENT and TREAT LOYAL CUSTOMERS that get VICTIMIZED by a SCAMMER, LIKE SHIT!!!! In fact, I'm about to tell friends and family to leave them and go to CHIME or VENMO.

They deserve 0 stars! I made a purchase through PayPal with a merchant on 5/4/2026, but changed my mind about the purchase and attempted to canceled on 5/5/2026 in less than 24 hrs. The seller would not approve my cancelation multiple times so I filed the dispute with paypal on 5/6/2026. This ultimately froze the order, but the merchant still created a shipping label on 5/7/2026 under someone else name, but with my address in order to still ship the item to me on 5/8/2026. I immediately contacted FedEx to have the item picked up and returned to shipper on 5/9/2026. The shipper received the item back on 5/12/2026.

Paypal denied my original case because the merchant provided the fedex tracking number showing it was delivered to me so I filed another case informing them of what occurred and how deceitful the merchant was being but they again denied stating I wasn't protected under the buyer's protection program. The merchant lied and told PayPal the item was customized, but it really wasn't. How can you order on 5/4, but get a "customized" item on 5/8. And how does one customize a Gazebo!!

I called and spoke to a paypal rep about the issue and they opened the case again only to be denied again for the same reason. Paypal is allowing merchants to steal your money. I attempted to cancel and they wouldn't cancel, still shipped under someone else's name, I returned to shipper, but paypal still refuse to make the merchant refund me for a item I don't have and that shouldn't been shipped in the first place! This is wrong, unethical and criminal. I have now filed a dispute with my credit union in order to try and get my refund through them. Paypal doesn't care about the consumer. You can have clear, straightforward evidence which should make it a open and shut case, but that don't matter. Paypal don't even really review your information and really investigate, it's just a waste of time. Paypal make their money from the Merchants not Consumers and will always decide with them. I will no longer use PayPal.

If I could give a negative star I would. This company is the worst. Today, they denied a claim that I have concrete proof that the seller was not a good company. They allow criminals to steal from consumers and ALWAYS side with them when you complain. See all my reviews, they were all done through PayPal, or they were criminals taking advantage of consumers.

This last one STOLE from me, gave PAYPAL the wrong contact information and then, when they figured PayPal might give the consumer the money back, contacted them and made up a story that PAYPAL agreed with. PAYPAL should be closed. There was another time where PAYPAL sided with the seller (from CHINA) who sold me a 3XL men's shirt that PAYPAL made me send them a picture of how it fit. IT ONLY COVERED MY CHEST, AND PAYPAL HAD EVIDENCE AND STILL SIDED WITH THE CRIMINAL SELLER. Use anyone else but PAYPAL.

I just tried to contact PayPal to dispute an online transaction from over 6 weeks ago that never sent the product or information on shipping. The PayPal customer service person I tried to speak with after getting through the AI interface said she could not hear me. I was in a room with no external noise. There was so much background talking noise from the PayPal side that it was difficult to hear her but I could still make out her words. I tried everything, from talking louder, trying to adjust my speaker volume and even attempted to yell into the phone, but she still said she could not hear anything from me.

Once Paypal was trusted and now my guess it is is owned by a Chinese company. Items coming from China seem to be the real issue, most are scams and we the consumers are not protected here in the United States. I paid $47.23 and am offered $3.00 then $9.00. Seriously I contacted the shipper immediately. Scams and PayPal is simply protecting them. Best not to use PayPal and use trusted cards that will protect you.

I am disappointed with PayPal. I requested a refund because I did not receive an item, and PayPal initially refunded the amount. However, the retailer requested payment again and PayPal paid it. The retailer indicated the item had been delivered but the postal service returned it to sender due to insufficient address and I have never received the item. After requesting a refund again from PayPal it was denied. This has happened twice to me. So PayPal is no safer than using a credit card. Scammers can scam PayPal obviously.

Warning - DO NOT USE PAYPAL. I had a cash balance in my PayPal account and noticed 2 payments on the same day that I knew nothing about. The first was for $11.28 and the second transaction for 500 euros. I immediately raised a case for each of these transactions which was subsequently declined by PayPal, as they stated that the transactions had been authorised. I confirmed that both of the transactions had indeed not been authorised by me and I was the only person that had legitimate access to my account, which was also protected by a Passkey. Despite this, and after appealing the decision to decline the claim on several occasions, they have refused to refund the payments. In addition, PayPal are unable or unwilling to provide any information or evidence in support of their decision to decline the appeals.

I presume someone has managed to hack into my account and process the transactions but PayPal do not take any responsibility or provide any protection for hacked transactions. I have since closed my PayPal account, which I have had for many years, and advise everyone to do the same, as you are not protected against any fraudulent transactions.

Don’t fall for PayPal Credit card. No Interest if paid in full in 6 months on purchases of $149 or more is ONLY applicable when checking out online with PayPal. The advertising is completely misleading. One assumes the PayPal credit card sent in the mail without an application offers convenience and operates the a same as PayPal credit. It does not. When I called PayPal to understand why I had been charged interest, three people gave me three different answers that made no sense — “you purchased before the promotion” (no, I didn’t), “you did not purchase online” (yes, I did), and “you did not select an interest-only payment” (because there wasn’t that option). I have lost all respect for PayPal through this experience and recommend others to cancel their PayPal credit card like I did - it’s nothing but a misleading sham.

PayPal was founded in 1998, and eBay acquired it in 2002. The company now has nearly 200 million active customers, and in 2015 the company hosted approximately 4.9 billion transactions. Customers in more than 200 countries can use the company’s services and hold money in their accounts in 25 different currencies. Consumers can use the service to transfer money to other individuals, pay bills, make online purchases, make donations and obtain financing.

      • Online payments: Consumers can use PayPal to check out on millions of websites. Those who are uncomfortable putting their credit card information on lots of different sites can pay with PayPal, ensuring their information is stored with a single company.

      • Credit: PayPal Credit is the company’s financing option, which lets customers have flexible payment options. It can be used online, in stores and even to send money to someone else. Availability is subject to credit approval.

      • App: Using the PayPal app, customers can make purchases in brick-and-mortar stores with their PayPal account, send money from their mobile device and check out with PayPal when shopping on their device. The app is available for Apple, Android and Microsoft devices.

      • Recurring payments: Consumers can use their PayPal account to set up recurring payments for subscriptions for a variety of services, including Spotify, Netflix, Angie’s List, match.com, ancestry.com and more.

      • Fees: Customers do not pay fees when they make a purchase with their PayPal account. When consumers send money to another individual’s PayPal account and use money already in their PayPal account or in a bank account linked to their PayPal account, there is no fee.
