Vernon of Dallas, TX July 8, 2009

I placed a claim when I received a tracking number showing that an item was delivered on July 2nd, but I had not received the item. I called PayPal after they closed the claim and talked to e supervisor named Kurt on 7/8/09 at 11:30nad point out that the seller was lying about sending the item, in her comment on the claim she said on 7/6 that she sent the item on 7/5 even though it supposedly was delivered 7/2. He dismissed it as circumstantial. I told him I just needed the claim reopened until we could resolve the problem but he refused, allowing the seller to have my money with no incentive to resolve the issue of not actually sending the DVDs.

Here follows "Virtual" customer service exchange:

You:I am so angry! I used the Send Money feature of Paypal and sent my daughter 500 on June 26. That 500 went out of my bank account so fast I could hardly believe it, and yet it still has not been credited to her bank account on July 4. I could have sent her a personal check by mail and she would have had the money in hand in 2 days. This is a lousy system and I think everyone should know the truth about it. I am going to post warnings on every consumer protection web site I can find. No thanks to Paypal.

Sarah-PayPal:Sorry, but your phrase is too long and I will not be able to perform a full analysis. I would be very grateful if you could try to make it a bit shorter and more concise.

My Autistic, minor son was able to open, and make charges with just by giving his cell phone number. But the cell phone account is in my name, not his, they never bothered to check with the account holder of the cell phone contract. That's very scary! They refused to give me (his mother) any information on his account, because of security reasons. What about my security? So, all some one needs is your name, and for them to have a cell phone!

There WILL be charges on my cell phone bill. And as I explained, he is autistic, now very confused, doesn't understand. It will take me months, if at all possible, to explain to him, that you can't trust everyone!

I have been selling on eBay for 10 years and had a PayPal account as long. On May 26th I received a BIN from a Buyer in Pakistan for my auction of a hard drive. At first I was hesitant, due to situations present there, but a check of his eBay ID revealed 5 successful previous transactions with other Sellers, two in the US and 3 in Taiwan.

I require Immediate Payment, which I received, and shipped the hard drive on June 6th. On June 8th I was checking my PayPal account to follow-up on other transactions when I notice a Chargeback due to Unauthorized Use on the sale of the hard drive. I immediately filled out all the necessary paperwork PayPal requested, yet on June 19th they reversed the sale back to the CardOwner and essentially told me I have no recourse. I believe the credit card company is responsible for verifying the User of the card (my package went to Pakistan, the CardHolder lives in Indonesia).

It would be nearly impossible to run a background check of everyone who bids on eBay. The CardHolder is a Non-US Verified PayPal Member, the Buyer of my hard drive is now no longer an eBay member. Today I called PayPal to request the name of the credit card company who issued the chargeback so I could present my grievance to them, and was told that information is *Confidential*. Since when can someone just take money out of your account and remain *Confidential*? This is not right!

Paypal's security sucks. They allowed a person from Saudia Arabia try to steal 499 from my personal bank account. PayPal allowed them access to my account. Terrorist money? That is what goes through my head.ALL BEWARE DO NOT USE PAYPAL

Michelle of Mercerville, NJ May 26, 2009

I sold a phone on Ebay in perfect condition. The girl who bought it from me after a few days of having it decided to say that it doesnt charge. Which is entirely not true either she broke it or she is lying. I dont do refunds it states that on my ebay page I also have a prefect reputation on ebay. So this girl files a claim with Paypal and becaus I didnt get back in time they took my money with out any contact from me and refuse to get me my phone back. I can not believe that A major company lets this go on. Where is the sellers protection here!

Sandy of Sedro Woolley, WA May 16, 2009

Pay Pal is at it again, I went to pay for an item on ebay and the next page that came up was, "we need your bank information" to complete the sale. I really did not want to do that but in order for the seller to get his money I had to give the info. To me this is a deceiving practice or policy. I didn't have the choice to pay throuhg pay pal with a credit card like I have done in the past. Since ebay owns pay pal now they think they have a monoploly on the consumer. I am fuming over this

Ronna of Auburndale, FL May 12, 2009

On April 4, 2009 I placed TWO orders on Ebay and used Pay-Pal for the payment process. The items were for 11.98 and 4.84 At that time I added a DEBIT CARD for them to take those two transactions out of. Pay-Pal had a previous checking account of mine on file, ending in 9402 from a previous Order I placed a while back. Well instead of taking the 11.98 and 4.84 off my debit card like they was suppose to of and that was linked to a whole different checking account of mine, Instead they used the bank account they had on file from a long time ago. By doing this, they caused me a Great deal of Over-Draft charges threw my bank.

I tried to resolve this with Pay-Pal and spoke with a guy named Patrick, anyhow Pay pal will not work with me. All they did is emailed me a letter for me to give to my bank to ask my Bank at Sun-Trust to Waive all the Over-Drafts. Sun-Trust Bank said it is Pay-Pals errors so Pay-Pal needs to correct this mistake and refund me all the Over-Drafts. I am running into a dead end with BOTH my Bank and with Pay-Pal. Neither one wants to work with me and help me resolve these Over Draft issues. Pay-Pal was suppose to of took those two transactions off my debit card that was linked to another checking account. Instead they sent it to a old account of mine they had on file from a previous order from awhile back. My Bank paid the 11.98 plus charged me a 35 OD fee but the 4.84 they declined and sent back. So Pay-Pal kept on, and on trying to send that 4.84 payment back to my Bank and they kept rejecting it and at the same time my bank kept tackiung on a 35 O.D charge each time. So now I am almost 200 in O.D because of pay-Pal's mistake. So as a result of "Pay-Pal" trying to deduct funds from the wrong payment method has now costed me about 200 in Overdraft fee's.

mohammad of flushing, NY May 7, 2009

I placed an order with "Overstock.com" on 03/30/09 using my paypal account in the amount of 146.93. As soon as I placed the order, I realized that I placed the order for the wrong item. So I chat with online representative to cancel the order right away and the order was cancelled. Soon after i placed a new order for the right product that i initially wanted to order. I also used the paypal account to pay the merchant. Now it's been more than a month paypal did not refund my money to my credit card account even though I contacted them many times over the phone.

Michelle of jacksonville, NC April 29, 2009

Purchased cameras on ebay from seller used paypal as way to pay was called by paypal and asked if I wanted to authorized payment I informed them I was concerned but they told me that they were monitoring the seller and that the funds were not available for seller to access but I later found out seller never had items and that he was able to use my money to buy things and never sent me any items i filed a complaint april 10 paypal promised they would give me a full refund never recieved any of my money until i filed a complaint with BBB now they have only giving me a partial refund and I have no items and am short some of my money all there promises were lies and now they are trying to turn this around on me when I am the victim I have tried to communicate with the seller but he claims he has no money and he told me he called paypal and told me to give me all my money back and for them to get the remaining balance from him At this point I am frustrated and have been scammed from the buyer and paypal They have not been truthful and knew the buyer should not have used my funds but let the buyer have access to funds to buy a item he claimed to have it was paypal's fault because they knew all along and they misled me into believing I would be protected they promised me all my money back and that is what I want and am entitled to They also closed the dispute I opened as if it has been resolved but this isn't resolved until i get all of my money from paypal
