Dr. J and Dr. M. of Mayaguez write:
My husband and I went to Dominican Republic for vacation last June 1999. There we were offered a vacation club, specifically described as a non time share project, where we buy a "villa" and we exchange it for many different options ALL OVER THE WORLD.

We spent more than $10,000 on this "club" that is based in Miami. The contract specified that we were going to receive catalogs of information on places were to exchange our weeks, each at a cost of $160.00 and this will include hotel stay for 1 week each anywhere they had in their catalog.

First of all, we never received any information. The first notice on mail was to remind us our last due monthly payment. Second, every time we tried to use our week, they tell us we are not activated yet as members. Besides the advance payment of $4,300.00, they want us to pay more and wait in the mail.

They refuse to give any information over the phone and when I tried to book a week for my mother in Miami for an emergency trip, I was denied any information and referred to several other affiliates like RCI that refused to talk too.

We made our payment to a company that we thought was truthful. We have another friend couple that is having similar problems with another vacation club also connected to RCI.

Our credit card balance has increased substantially and we have a baby to raise. We cannot afford to be scammed. We are still in training and our salaries are $1,000.00/month each. Every time we try to book a week, there are new onset restrictions and obstacles that ARE NOT specified or even mentioned on the contract.

This does not sound good. You need to read the contract you signed very carefully and see what it really says -- not what the salesman told you it says or what you hope it says. Since you are not in the U.S., it is not going to be easy to resolve this.
